New images published today give residents, businesses and visitors a first look at proposals to transform Palm Court at Royal Victoria Place into a brighter, more welcoming and flexible space.
The plans have planning permission and will be considered as part of the Council’s decision-making process in the coming weeks, with a final decision due at Full Council on 11 November.
The proposals focus on modernising Palm Court, improving accessibility and creating a space that can adapt to a range of uses and events. They form part of the wider vision to help Royal Victoria Place evolve from a traditional shopping centre into a destination where people can shop, meet, eat, spend time and enjoy leisure activities.
The plans also create larger retail units, improve facilities for visitors and bring the existing basement space back into active use through a new leisure offer, creating more reasons for people to visit and spend time in the town centre.

Palm Court has changed very little since Royal Victoria Place opened in the 1980s. The existing roof is reaching the end of its life, and the space can feel dark and dated compared with modern retail and leisure destinations.

A brighter and more welcoming space
The proposed design introduces a new roof bringing more natural light into Palm Court. The existing basement opening, downward escalator and scenic lift would be removed, creating a more open, accessible and flexible central space for visitors to enjoy.
